Morrison Low has built up extensive experience in the preparation of business cases for infrastructure, in accordance with the NSW Treasury’s Guide to Cost-Benefit Analysis. Our recent work has included undertaking business cases for Blayney Shire Council, Kyogle Council and Tweed Shire Council.

Our community facility business cases and capital expenditure reviews have included projects for Hornsby Shire Council, Federation Council and Goulburn Mulwaree Council.

In May 2019, Morrison Low commenced work on developing ten-year asset management plans and an overarching asset management strategy for Goulburn Mulwaree Council, in accordance with IIMM and IPWEA NAMS guidelines.

Morrison Low was commissioned to complete a service delivery review (Section 17A review) for the delivery of three councils' waste services.

Morrison Low is proud to be working alongside the five councils of Hawke’s Bay in a major project to review three waters service delivery options for the region. Working collaboratively means this project is at the forefront of water reform in New Zealand.

Morrison Low was engaged to assist two councils with joint procurement for their refuse and recycling collection services.

Morrison Low was appointed to develop three waste services business cases as part of council’s waste services review, using the New Zealand Treasury Better Business Case (BBC) approach. This is a systematic, robust method for assessing options supporting quality and consistent decision making.

Morrison Low was engaged at an early stage to provide technical and commercial oversight and expertise in the development of a regional landfill facility. This included a feasibility assessment and business case which assessed a range of ownership options.

Morrison Low was engaged to undertake a full review of council’s waste services using a single-stage business case approach in line with the New Zealand Treasury Better Business Case (BBC). Saving time, money, and resources, the council and Morrison Low were able to fulfill the requirements of a service delivery review in line with Section 17A of the Local Government Act (2002).

Morrison Low conducted an independent assessment on whether a national asset register was feasible as part of the National Asset Management Plan project for the Ministry of Health. As part of that assessment we identified some areas that could be strengthened in the health sector including raising asset management maturity and building sector capability.
