2. A 30 year Strategy for Managing Infrastructure

Thames-Coromandel District Council, commissioned Morrison Low to assist with preparing the Council’s first 30 year Infrastructure Strategy. Councils are responsible for planning for and managing significant assets on behalf of their residents and ratepayers. The Local Government Act 2002 now requires councils to prepare a 30 year Infrastructure Strategy that outlines significant infrastructure issues and how the council plans to manage them over the period covered by the strategy.

Strategy and asset management specialists from Morrison Low worked with infrastructure managers from Thames-Coromandel District Council to:

• identify significant infrastructure issues
• identify options for managing issues over the period covered by the strategy
• develop strategy to direct the management of existing infrastructure and guide decisions about investment in new infrastructure.

While population growth in the district is modest, around 55% of Thames-Coromandel District Council's ratepayers do not live in the district full time and the population varies significantly at different times of the year.

This presents challenges for how Thames-Coromandel District Council plans for and provides infrastructure and services. Thames-Coromandel District Council was seeking to develop an infrastructure strategy that ensures the costs of managing and maintaining existing infrastructure and developing new infrastructure is affordable now and in the future.
