The Department of Internal Affairs, the Treasury and the Ministry of Civil Defence and Emergency Management sought a high level ‘health check’ on the financial health and ability of the Kaikoura and Hurunui Councils to deliver substantial rebuild programmes as a result of the devastating Kaikoura earthquakes of 2016. This check was sought in order to understand the impact on council plans and community infrastructure, the level of financial assistance and what other support the impacted councils would need.
Delivered within short timeframes befitting the scale of the emergency, Morrison Low reviewed the councils’ ability to deliver the rebuild from a financial, asset management and organisational capability perspective, and provided commentary and appropriate recommendations as to how best support these councils going forward.
