Morrison Low was engaged as the lead analyst to support the independent review of the response to M. bovis. The M. bovis programme represented the largest response to an animal health biosecurity in NZ history. Our engagement involved advising on Terms of Reference, helping to designing the review process, developing the analytical approach and framework, and testing the analysis as it was undertaken. The Independent Review Panel has successfully delivered its report and recommendations.

Morrison Low was commissioned to complete a service delivery review (Section 17A review) for the delivery of three councils' waste services.

Morrison Low has been engaged by a central agency to be an independent advisor to internal quality of policy advice processes. This project has involved regularly reviewing a suite of papers against the New Zealand Policy Quality Framework. Morrison Low scores papers against the framework, and then participates in panel reviews to allow management to assess and calibrate performance in developing advice. This engagement takes place on an ongoing basis to enable the organisation to monitor progress.
